Description

The project is a high-density apartment project located just east of the historic City of Lake Elsinore downtown core. Project consists of 114 affordable, for-rent apartments, on 4.30 gross acres, for a density of 26.5 units per acre. Site includes eight three-story apartment buildings, one separate recreation center building, and one maintenance building. SB&O is the Engineer of Record for all civil engineering services and the Surveyor of Record for surveying services. Scope of services included off-site street and alley improvement design, on-site sewer, water and storm drain design, rough grading and precise grading plans, hydrology and hydraulic studies, and traffic control plans. Additional services included encroachment permit processing with Riverside County Flood Control and Water Conservation District (RCFC&WCD), preparation of final parcel map, Storm Water Pollution Prevention Plan and Water Quality Management Plan, construction assistance, and construction staking for the entire project.

Achievements
Project is tributary to flood control channel controlled by RCFC&WCD and owned by Army Corps of Engineers, requiring detailed coordination with both agencies for encroachment permit processing
Site has almost 30 feet of elevation difference and is almost completely connected by hardscape and buildings, requiring coordination and design consideration for ADA access and circulation design
ADA access from adjacent local streets required extensive ramping and walkway design
Network of on-site private streets coupled with high-density buildings resulted in a very “tight” site requiring detailed coordination between the civil engineer, project architect, project landscape architect, and project dry utility consultant
Project design and approvals were expedited
